**PLEASE NOTE: THIS IS NOT A SECURITY GUARD POSITION.Job DutiesProvide personnel security clearance verification, in/out processing, indoctrination, and security education in accordance with appropriate directives.Achieve operational objectives by contributing information and recommendations to strategic plans; implementing customer-service standards; resolving problems; completing audits; identifying trends.Review and submit clearance requests, reinstatements and periodic re-investigations.Report adverse information, changes in personnel status and other reporting requirements though appropriate channels.Review and submit clearance requests, reinstatements and periodic re-investigations.Conduct security briefings and debriefings.Prepare and maintain complex security plans, manuals, local work instructions, and other procedural. documentation outlining applicable regulations and establishing procedures for ensured compliance.Ability to understand and stay abreast of mission requirements.Ensure that appropriate security resources, priorities, and tasking are aligned to deliver quality and timely support.Analyze problems, make sound decisions, provide focused solutions, and direct program security activities.Maintain and upload all documentation associated with facility clearance(s) into the Electronic Facility Clearance System (e-FCL) database for changes in ownership, key management personnel, SF 328, and DD441.Demonstrate experience and in-depth knowledge of the National Industrial Security Program (NISPOM) and, Director of Central Intelligence Directives (DCIDs) as well as other national security directives.Responsible for the ongoing development, implementation, and maintenance of a compliant national security program.Review and interpret DD254s for compliance with security requirements outlined in issued DD254s.Create, maintain and update security practice and procedures manual.Develop, implement, and maintains an ongoing security awareness, training, and education program.Serve as the lead for both internal and external security vulnerability assessments, incident investigations, administrative inquiries, ad audits.Update key leaders on the health of the Facility Security Program and changes that could affect the personnel or Facility’s Security Clearance.Qualifications and Education RequirementsBachelors degree and at least 2 years of Facility Security Officer (FSO) experience required. AA/AS with 4 years or 6 years work experience may be considered in lieu of degree. Minimum Security Clearance: Top SecretMust be able to work in environment with tight deadlines, complex situations and changing circumstancesMust be able to independently lead the security program and function with minimal management direction.Must be knowledgeable on handling, storing, couriering, transmitting, receipting, dispositioning and safeguarding Classified, Confidential, Secret and Top Secret information.Must possess excellent written and verbal communication skills to deal with Senior Management, Program Managers, Government Contracting Agencies and government oversight Agencies (such as DSS)Must have knowledge of the NISPOM and Federal requirements of classified information to create practices, procedures, and policies.Must be knowledgeable in Personal Security, completion of security questionnaires (SF86), adverse information, and responding adverse information.Must be proficient utilizing U.S. Government database(s) for recordingMust have aptitude to interpret and follow instructions.Must have experience conducting Special Access briefings for NATO, COMSEC, International Traffic Arms Regulations (ITAR), Immigration Visa’s, international Threats, Foreign Military Sales, Foreign visitors and courier briefings.Required to have or have the ability to complete the three annual DSS mandated courses and 13 FSO courses for non-possessing facilities.Must be able to build/maintain relationships with candidates of diverse backgrounds.Preferred QualificationsExperience working in Defense Contracting Industry. Must have demonstrated working in possessing and non –possessing facility.Additional NotesThis is a small group work environment where each team member may be required to work outside of their functional areas; providing administrative and facility support assisting the QP executive team members as required.Additionally, this position is assigned FSO duties and responsibilities for contracted FSO services to other facilities and be required to implement and maintain identical services for contracted parties.
