Serves as Building Services Lead in a Federal Aviation Administration (FAA) Service Center Region or Region, Office of Policy, International Affairs & Environment (APL), National Engagement and Regional Administration (ARA). Reports to the Deputy Regional Administration (DRA), Supervisory Senior Advisor, Executive Operations Manager, or Building Services Manager.

Leads a comprehensive facilities program and related customer support activities that provides service to occupants of buildings owned or leased by the FAA, the Department of Transportation (DOT), or other Federal entities. Leads a team composed of Building Services Specialist(s), support staff and contractors and performs varying assignments under minimal direction of a manager. Leads and develops facilities programs/projects in accordance with governing policies and regulations including occupancy safety and security programs, space utilization, moves and construction, warehouse, mail delivery, parking, and building/grounds maintenance, repairs, procurement of supplies and equipment, inventory, and excessing equipment. Provides expert level of service functions to occupants of both Federal owned buildings and commercially leased space with adequate facilities in which to conduct agency business and meet the level and kind of building services specified in leases, agreements, and other documents. Acts as the Facility Security Coordinator (FSC) as delegated in writing by the Regional Administrator in accordance with the FAA Facility Security Management Program Order 1600.69. The FSC serves as the Regional Administrators security representative for a variety of operational security functions including but not limited to intelligence information receipt and distribution, design, analysis and administration of operational security systems analysis of data, conducting periodic audits, preparation of reports, development and conduction of training, monitoring Access Systems, CCTV and Visitor Notification programs, administration of guard contracts, and liaison with law enforcement officials for a myriad of activities including court ordered process servers, Orders of Protection as applicable under law, and facilitating OPM/IG investigations and enforcement. Serves as the chair of the Building Security Committee and focal point for all security audits, inquiries and reports, internal investigations, analysis of access and video data from security systems. Coordinates and oversees operational facility security including visitor processing, granting/facilitating access approvals, parking, keys/access cards, and liaison with FAA Security, Federal Protective Service and other law enforcement as appropriate. Coordinates with management and ensures compliance on space, utilization, moves/changes, OSHA standards, EEO, and Reasonable Accommodation requests. Serves as regional ARCHIBUS coordinator, handles special assignments of a confidential nature discreetly, ensuring information and actions are accurate, timely and securely retained as appropriate. Leads the development and maintenance of the Regional Occupant Emergency Panning (OEP) efforts, chairs the Occupant Emergency Staff, and conducts building evacuations including fire, earthquake, bomb and tornado drills. Manages and approves building Reimbursable Work Authorizations (RWA), Security Work Authorizations (SWA), and participates in development of facility budgets, purchase requests and financial accounting of facility operations. Oversees mail and package distribution, postage meter replenishments, purchasing, parking program, transit benefits, warehousing and inventory operations and all other regional office ancillary building operations functions. May serve as Contracting Officer's Representative (COR) for building operations as needed.

Travel Required

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is described as ability to apply knowledge of Federal laws, regulations, policies and best practices as they pertain to facility and building management.
