SUMMARY


The Financial Systems Analyst analyzes and resolves systems issues for the Oak Ridge Office (ORO) related to the U.S. Department of Energy (DOE) i-Manage Strategic Integrated Procurement Enterprise System (STRIPES), as well as other systems such as iManage Data Warehouse (IDW) / Business Intelligence, Advance Notification of Awards (ANA), System for Award Management (SAM), Federal Business Opportunities (FEDBIZOPPS), iManage / iPortal, Federal Procurement Data System - Next Generation (FPDS-NG), Grants.gov, and the ESS / MIS. This position serves as a source of expertise required to develop and enhance new and existing software applications and systems in order to meet the needs of the Oak Ridge Financial Services Center (ORFSC).


ESSENTIAL DUTIES AND RESPONSIBILITIES


Essential duties and responsibilities include the following. Other duties may be assigned.

Provides acquisition systems support for STRIPES, IDW/Business Intelligence, Advance Notification of Awards (ANA), System for Award Management (SAM), Federal Business Opportunities (FEDBIZOPPS), iManage/iPortal, Federal Procurement Data System - Next Generation (FPDS-NG), Grants.gov, ESS/MIS.


Completes STRIPES testing scenarios, and recommends system change requests to enhance functionalities. Participates on procurement systems working groups, and provides system briefings.


Serves as a STRIPES system administrator and Tier Level 2 / 3 help desk analyst. Provides end user support. Develops / maintains desktop and user quick guides, FAQ's, and user manuals.


Conducts QA data quality reviews and analyses.


Develops management reports, system dashboards and other documents / records using STRIPES reporting methods. This includes, but is not limited to, i-Manage Data Warehouse and Oracle Business Intelligence Answers platform.


Acts as IDW / Business Intelligence developer for the Oak Ridge procurement office. Creates monthly and ad hoc reports for Procurement and Program Office users.


Provides all monthly, quarterly and yearly acquisition reports to Oak Ridge Manager's Office.


Participates in biweekly DOE procurement systems working group (PSWG) calls, BI-Developer group (PRSWG) and other sub-working groups as assigned by program.


Participates in all user acceptance testing (UAT) for acquisition systems upgrades.


Provides guidance and procedure documentation for Oak Ridge policy division, as well as training for the acquisitions systems I support.


Assists and provides resolutions to issues in STRIPES for ORO and other site offices.


Handles miscellaneous STRIPES requests from the Systems and Site Support Branch, Acquisition Services Branch, Special Acquisitions Branch, Contracting Officers and Contract Specialists for the Procurement and Contracts Division.


Utilizes knowledge of programming techniques and computer systems to support planning and development, testing and documentation of systems aspects related to various DOE budget systems.


Develops customized applications with software development tools while adhering to standard programming concepts/methodologies.


Develops and/or refines business, functional and performance requirements for proposed and existing procurement and financial/information systems, as needed.


Performs acceptance testing on all new and/or modified information systems.


Creates and keeps current application and end-user documentation. Provides training for all new and/or existing applications to end-users.


Troubleshoots all software-related issues impacting procurement / financial/information systems.


May help to ensure appropriate security measures are incorporated at the application level to protect sensitive information.


Supports internal project initiatives by providing operational knowledge / expertise to support project activities such as providing knowledge on interfaces/extensions, and processes.


Researches and diagnoses reported system problems or data inconsistencies reported by systems users.


Identifies requirements, and monitors the development of methods for the achievement of assigned systems interface or integration with other financial and non-financial systems. Maintains existing interfaces, and develops new interfaces, as necessary.


Attends meetings as assigned (e.g., for the purpose of conveying and/or gathering information required to perform the functions of the position). Maintains Standard Operating Procedures / Desk References for use by other employees when performing backup or relief duties.


Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.


Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.


EDUCATION/EXPERIENCE


Bachelor's degree in Information Technology, Computer Information Systems or a related field of study, and a minimum of five (5) years' systems analysis experience; or equivalent combination of education / experience.


CERTIFICATES, LICENSES, REGISTRATION


Possesses or has the ability to obtain an "L" Level Security Clearance


Professional certification preferred (i.e., Security Plus, A+, ITIL v.3, MCSA, etc.)

Knowledgeable of industry standard terminology with ability to learn basic DOE terminology / procedures


Operational knowledge of Oracle Accounting System (or similar software)


Broad knowledge of data sources, data flow, systems interactions, advanced computer equipment and software applications, and advanced systems design techniques


Proficient knowledge and understanding of a variety of concepts, practices and procedures related to computer systems and applications


Advanced knowledge and skills using Microsoft Office programs (i.e., Excel, Access, Word, Outlook, etc.)


Ability to identify / define viable technology solutions delivering required business capabilities


Ability to design highly reliable and scalable technology solutions


Ability to develop clear and thorough functional design specifications that drive effective solutions development


Solid analytical, critical thinking and problem-solving skills


Ability to effectively utilize available tools and resources to resolve issues

MATHEMATICAL SKILLS


Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.


REASONING ABILITY


Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.


LANGUAGE SKILLS


Ability to read, analyze, and interpret general business periodicals, professiona1journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
