Procurement Manager

The Procurement Manager, USA is acting for the P&L bottom line benefit of the USA based Entities. He/she develops, implements and maintains the suitable Procurement Strategy for Land, Marine and Cross-Divisional acquisition of Goods and Services, in line with upper hierarchical and functional directions or instructions.

He/she is accountable for the implementation and execution of the related Action Plan and ensure the (co-design,) dissemination and utilization of the Fugro Procurement Best Practices of the internal stakeholders all along the USA Supply Chain to realize Purchasing Savings and obtain the best possible Procurement terms from the Suppliers having a Country foot-print.

This is primarily an operational executive role where the Procurement Manager is actively involved as needed in direct negotiation and day-to-day procurement work with Suppliers of all Categories as long as they are not already managed centrally from the Netherlands by dedicated Category Managers.

This is secondarily a managerial role (functional and/or direct) of a Procurement team of a limited size.

Roles And Responsibilities

Budget/Forecast: Ensure/request visibility on forthcoming Procurement requirements for OPEX and CAPEX.

Supplier Portfolio: Manage/optimize the Supplier Portfolio and reduce to 3 per Category/Sub-Category.

Contracting: Design, negotiate, sign and/or supervise execution of POs, contracts/master agreements.

Savings: Achieve, monitor, report Purchasing Savings and Avoidance.

Spending Analysis: Ensure clarity on spending within the given scope and cross-check with HFM Costs.

Process/Procedure: Ensure continuous improvement to adapt to local or global (internal or ext.) requirements.

Global ERP: Participate to the AVALON P2P design, implementation and change management.

Reporting: Report regularly to the hierarchical & functional Managers on progress and performance.

Management: Nurture/grow the hierarchical or functional subordinates and perform their yearly review.

Manage/optimize the personnel Budget.

Team-Fugro: Ensure that any initiative, action and behavior fits with the expected Team-Fugro attitude and provide a positive synergetic impact.

Requirements

Bachelor or Master degree with Procurement specialization, 7 plus years of Procurement experience in the same industry and similar company size

CPSM Certification or other Supply Chain certificates preferred

Experience managing a Procurement budget >$35M/year

Demonstrated purchasing saving capabilities and delivery

Knowledge of Survey and Geotech equipment and services is a strong plus

Knowledge of all laws and regulations relating to procurement and contract

Technical and business acumen

Fluent in English (written and verbal) with excellent communication skills

Sharp tactical negotiation skills

Customer-focused, delivery excellence and result driven

Excellent analytical skills

High competency level in MS Office applications

Enthusiast, self-starter/proactive, energetic

Naturally committed and reliable

Team builder and team player

Willingness to take on administrative, tactical and strategic tasks
