Duties

The U.S. Mission to ASEAN (USASEAN) is on the front lines of the global power competition and the USASEAN team plays a key role in shaping U.S. strategic engagement in the fastest growing region in the world. This EFM Political Specialist reports to the USASEAN Political Chief. Overall responsibilities include acting as the lead for various portfolio including human rights, humanitarian assistance, Trafficking in Persons (TIP), refugees, and emergency response.

The Political Specialist supports the development and implementation of cooperative programs with the Association of Southeast Asian Nations (ASEAN), that represents 10 member states from across the region. The Political Specialist provides support for increased USASEAN communication and cooperation with the permanent mission of ASEAN's ten member states as well as likeminded missions to ASEAN and the missions of ASEAN’s ten member countries in Jakarta; reports on developments in ASEAN; organizes, prepares briefing materials, attends, and takes notes at ASEAN-led meetings; supports visits by USG VIPs, and organizes relevant events and conferences. Occasional travel is required.

Requirements: FOR THE EXPERIENCE AND EDUCATION REQUIREMENTS APPLICANTS MUST MEET EITHER OPTION 1 OR OPTION 2 TO QUALIFY. OPTION 1 EXPERIENCE: Minimum 5 years professional experience in international affairs / project management / other relevant field

(Please note that one credited year of working experience is comparable to 40 hours/week x 52 weeks or 2080 hours) EDUCATION: Must have Bachelor's Degree in one of these areas: international affairs/policy studies, international development, political science, economic, or related major. (for non-US educational degree, must provide US education equivalency certification/transcript)

OPTION 2 EXPERIENCE: Minimum 7 years professional experience in international affairs / project management / other relevant field (Please note that one credited year of working experience is comparable to 40 hours/week x 52 weeks or 2080 hours)

EDUCATION: At least 2 years college or university studies. (for non-US educational degree, must provide US education equivalency certification/transcript)

LANGUAGE: Fluent speaking/reading/writing English is required. This will be tested. SKILLS AND ABILITIES:

Ability to represent U.S. Government interests to government agencies and international organizations. Effective written and verbal communication skills. Able to get and maintain Top Secret Clearance.

Benefits and Other Info

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission to ASEAN in Jakarta may receive a compensation package that may include health, separation, and other benefits.


For EFMs, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.

* IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), Letter from Veterans’ Affairs which indicates the present existence of a service-connected disability dated within the past six months, equivalent documentation, or certification. A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.

Acceptable documentation must be submitted in order for the preference to be given.


** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
