and outdoor recreational opportunities throughout
Massachusetts. The DCR system includes over 450,000
acres of parks, forests, water supply protection lands,
beaches, lakes, ponds, playgrounds, swimming pools,
skating rinks, golf courses, trails and parkways.
The Department of Conservation and Recreation seeks
qualified applicants for the position of Civil Engineer III –
Dam Safety Assistant Permit Engineer.
Prepares and/or reviews plans, designs, specifications, and cost estimates for elements of engineering projects such as the construction or maintenance of highways, bridges or facilities.
Provides engineering data for the preparation and review of engineering or environmental reports and studies.
Performs calculations such as those related to survey traverses, traffic forecasting, soil capacity, groundwater flow, and quantity of materials by using calculators, computers and other instruments.
Writes memoranda, letters and technical or general reports to supervisors concerning the status of engineering projects or problems.
Analyzes changes in scope of work during design and/or construction of projects to recommend corrective action.
Conducts field investigations such as those needed to gather Information needed to resolve construction, maintenance, environmental or traffic problems.
Recommends modifications to plans, specifications, and engineering agreements for elements of engineering projects.
Reviews applications for licenses or permits for the transportation of materials and for the construction of projects In order to make recommendations to supervisors for approval.
Approves construction and service contract payment estimates and/or Invoices for materials, equipment and supplies.
Inspects construction operations, all aspects of dam construction repair, maintenance and removal and as assigned drainage, steel placement, paving or concrete to ensure that work is being performed according to specifications.
Inspects maintenance work, such as dams site, highway landscaping, repaving operations, and snow and ice removal.
Acts as resident engineer on projects, such as dam rehabilitation, maintenance and repair, intersection reconstruction and traffic signal installation.
Performs engineering surveys, including the operation of transits, levels and other surveying instruments.
Acts as Chief of Party in performing surveys for taking detail or laying out construction projects.
Collects, compiles and correlates engineering and environmental data; reads manufacturers' publications and meets with manufacturers' representatives to keep abreast of latest technical advances, new products, product prices, safety hazards and specifications; maintains records; provides information on such matters as department procedures and applicable standards; operates technical equipment and devices and attends meetings and conferences.
Performs related duties as assigned.
Be available to respond to emergencies statewide.
Supervise program employees of lower grade.
Frequent statewide travel will be required.
Prepare and/or review plans, specifications and cost estimates for engineering projects, such as dams, intersection upgradings, repaving projects, box culverts and single span bridges.
Prepare and/or review engineering or environmental reports and studies.
Recommend alternate methods of construction and/or substitution of materials specified to resolve problems as they occur.
Determine feasibility of proposed construction through on-site inspection, discussions and review of available data.
Participate in the planning, design and technical review of capital budget building projects.
PREFERRED QUALIFICATIONS AND LICENSE AND/OR CERTIFICATION REQUIREMENTS:
Possession of a current and valid Massachusetts Class 3 motor vehicle operator's license is required.
Experience supervising dam repair and maintenance construction projects is preferred.
Professional Engineer Certificate of Registration (PE) or Engineer-In-Training (EIT) Certificate issued by the Commonwealth of MA Division of Professional Licensure Board of Registration of Professional Engineers is preferred.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
I. An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in civil engineering or civil engineering technology, may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in civil engineering, may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.*
NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway,
architectural, mining, airport and materials.
- Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
