Position Summary Insurance Enrollment Counselors help under-insured and uninsured patients enroll in programs to increase their access to health care. Counselors are responsible for making phone calls and sending mailings to patients to help them apply to MaineCare open categories such as the Limited Family Planning Benefit and MaineCare Deductible. Tracks approval through DHHS and notifies Central Billing Offices and Providers of program approvals to coordinate payment for care. The position will be trained as a Certified Application Counselor and will assist people in-person in their enrollment of health insurance through the Health Insurance MarketPlace. This position requires an advanced level of customer service, analytical, mathematical, communication, and organizational skills. Required Minimum Knowledge, Skills, and Abilities (KSAs) Education: A high school diploma is preferred, some post-secondary preferred. License/Certifications: N/A Experience: Two to five years of experience in customer service. Computer experience is required and the Financial Counselor must be proficient with web-based applications, Microsoft Office, work quality monitors and E-mail. Knowledge and use of office equipment to include calculators, photo copiers, printers, fax machines required. Familiarity with Word, Excel and Access is preferred. Must have effective written and verbal communication skills, including the ability to draft and compose letters. Interpersonal skills necessary to deal effectively with patients, patient representatives, third party payors and a variety of people with varying backgrounds. Ability to communicate professionally and exercise respect when dealing with all patients, co-workers and colleagues at all times, despite the demands of an extremely fast paced and stressful workplace due to a high volume of customer service calls. Ability to perform multiple tasks simultaneously while maintaining accuracy. Must have sufficient mathematical skills in order to calculate proof of income for MaineCare and ACA Program eligibility. Knowledge of State and Federal agencies including MaineCare # Medicare regulations. Must have strong customer service and problem solving skills in order to work independently and maintain a positive attitude in a fast paced office environment in order to deal effectively with challenging patients/families and complex situations. Ability to understand and utilize weekly reports to support job functionality. Attention to detail and thoroughness is essential to the job. Ability to comprehend departmental and institutional policies and procedures including, HIPPA confidentiality laws and how the laws pertain to interactions amongst patients, peers, and colleagues is mandatory.
