Duties


Summary


This position is located in a USDA Natural Resources Conservation Service state, area, or field office within a designated state.



Provide assistance to the Soil and Water Conservation District (SWCD) assigned to the field office (FO) within the assigned Natural Resource area; and to work with landowners to apply and maintain a number of conservation practices and review of financial assistance requests under the provision of federal, state, and possibly local agriculture programs.



Responsibilities


  • Work under the guidance of a supervisor or higher-graded specialist for evaluation and development of natural resources conservation plans.

  • Provide technical support to conservation planners in resource planning by utilizing applicable NRCS survey tools and planning software.

  • Assists NRCS staff with data collection as request through the field office.

  • Presents material on practice application and specifications at community or contractor meetings.

  • Contacts landowners/operators or contractors to review conservation plans for installing conservation practices common to the work unit.

    MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:

    Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-05 grade level in the Federal service, performing the following duties:
    • Assisting staff with compiling resource information preparing maps, and interpreting soil survey data for use in conservation planning;

    • Assisting with recording field notes and preparing tentative designs based on standard designs for review and approval;

    • Assisting with scheduling follow up appointments to check on the progress of conservation practices under construction; and

    • Assisting staff with recommending solutions to land users for natural resources issues.

    Education: At least one full year of graduate level education in a field of study directly related to soil and water conservation. (You must submit transcripts)

    Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-06 grade level in the Federal service, performing the following duties:
    • Assisting staff with compiling resource information, preparing maps, and interpreting soil survey data for us in conservation planning;

    • Reviewing conservation plans with landowners, and schedules on-site assistance;

    • Laying out construction ground controls for installation preparation and use of survey equipment; and

    • Assisting with preliminary engineering surveys gathering design data for structures requiring engineering application.

    Education: At least one full year of graduate level education in a field of study directly related to soil and water conservation. (You must submit transcripts)

    Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties:
    • Gathering and compiling planning data on rural and/or urban sites, including physical features such as soil limitations, erosion, surface drainage, and sedimentation;

    • Assisting with resource planning utilizing survey tools and planning software;

    • Gathering design data for structures requiring engineering application; and

    • Providing assistance with the implementation, checkout and certificate of conservation practices.

    Education: At least two full years of graduate level education or a Master's degree in a field of study directly related to soil and water conservation. (You must submit transcripts)

Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified.
