Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
Pillar 1: Stronger national level enabling environment for sub-national service delivery Pillar 2: Better sub-national governance for service delivery Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
The Minimum Service Standard (MSS) Intern will work under the supervision of the Gorontalo Provincial Lead and in close coordination with the PFM/SPM Engagement Specialist. . The intern will support MSS-related activities at the provincial level, including coordination support, documentation, reporting, and administrative follow-up related to SKALA’s MSS workplan The intern will gain exposure to stakeholder coordination, MSS implementation processes, and provincial government engagement within the context of SKALA activities All tasks and assignments will be undertaken under supervision and aligned with the internship learning objectives.

About You Specific Responsibilities

• Support implementation of MSS-related activities at the provincial level in line with SKALA workplan and budgets.
• Assist in compiling updates and documentation related to provincial MSS activities and outputs.
• Support financial and administrative documentation of MSS activities at provincial level
• Assist in preparing summaries, reports, and knowledge-sharing materials related to MSS implementation.
• Support coordination and follow-up activities with relevant stakeholders under guidance from the supervising team.
  

Other Duties

• Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
• Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

• Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
• Work may require long, and flexible hours as needed. Travel is based on need.
• Interns will receive a monthly stipend in accordance with SKALA policy. Please note that relocation, mobilisation/demobilisation, and accommodation support are not provided for internship positions.

Learning Objective Through this internship, the MSS Intern will:

• Gain practical exposure to Minimum Service Standards (MSS) implementation within a subnational governance and development program context.
• Develop understanding of coordination, documentation, and reporting processes related to MSS activities at the provincial level.
• Strengthen organisational, communication, and teamwork skills through participation in SKALA activities and stakeholder engagement processes.
• Gain exposure to government coordination processes and MSS-related data and reporting systems.
• Develop professional workplace skills, including administrative organisation, reporting, and communication.

Relationship Management The Minimum Service Standard (MSS) Intern will work under the supervision of the Gorontalo Provincial Lead and in close coordination with the PFM/SPM Engagement Specialist. The intern will engage with relevant SKALA team members and stakeholders as part of learning, coordination, and support activities.
Selection Criteria Essential

• Fresh graduate or bachelor students at their final year with bachelor’s degree in public administration, public policy, educational management, economic, development studies, or other relevant discipline.
• Demonstrated interest in governance, public service delivery, decentralisation, or development programs.
• Good organisational, communication, and interpersonal skills.
• Willingness to learn, take guidance, and work collaboratively in a team environment.
• Ability to support documentation, reporting, and administrative processes.
• Good written communication skills in Bahasa Indonesia.
• Ability to participate full-time during the internship for 12 consecutive weeks.

Preferred

• Exposure through coursework, student organisations, volunteering, or internships related to governance, public policy, or development programs is an advantage.
• Familiarity with Minimum Service Standards (MSS) or local governance processes is an advantage.
