Program Management Officer providing high-level support in programme planning, coordination, implementation, and performance monitoring to ensure effective delivery of strategic objectives. Supports development of programme plans, budgets, concept notes, and identification of funding opportunities, while contributing to resource mobilisation and tracking of sponsorship funds across portfolios. Strengthens accountability through robust monitoring frameworks, regular performance reporting, and compliance with donor and organisational requirements. Facilitates stakeholder engagement, interdepartmental coordination, and partner collaboration to enhance programme efficiency and execution. Contributes to proposal development, donor communication, and evidence-based decision-making. Supports continuous improvement of programme systems through data-driven tracking, compliance oversight, and performance reviews. Enhances organisational capacity in programme management, partnership development, and stakeholder engagement.

During emergencies, this role may be required to support organizational readiness and response efforts, ensuring timely, coordinated, and accountable delivery of assistance in line with established systems and standards.
Strategic Planning and Development

Support portfolio planning, management, and periodic review processes.

Facilitate the development of programme planning and budgeting (P&B).

Contribute to the development of concept notes, with a focus on non-sponsorship including grant funding opportunities.
Resource Acquisition and Management
-
Support the acquisition and tracking of sponsorship funding across portfolios.

Conduct regular PBAS reviews and monitor registered children (RC) quotas using dashboards.

Manage non-sponsorship including grant project portfolios, ensuring alignment with funding requirements.

Identify potential funding gaps and follow up on new initiatives and funding opportunities.

Connect funding opportunities and proposals to field reality including SMART objectives and adaptive management models and programming approaches that respond to local needs, local capacity and operational contexts.
Accountability and Quality Assurance

Oversee project implementation tracking, including output monitoring through Indicator Tracking Tables (ITT) and financial performance via Project Accounting Reports (PAR).

Prepare monthly, quarterly, and annual reports for management and donors.

Provide technical support to field operations and prepare required information to support the Program Department and management decision-making.

Facilitate partner learning and continuous improvement through mechanisms such as Partnership Performance Health Checks (PPHC), where applicable. Monitor and update partner compliance requirements, including background screening processes.
Networking and Coordination

Support communication with Support Offices and donors regarding project implementation and compliance.

Consult to the Programme Management Lead on budgeting and programmatic matters.

Facilitate cross-department collaboration for concept note and proposal development.

Engage with implementing partners to ensure effective project execution.

Coordinate internally with programme and support teams including APMs, team leaders, and technical specialists.
Capacity Building

Strengthen competencies in management fundamentals and grant/project management.

Develop skills in partnership brokering and stakeholder engagement.

Enhance communication, negotiation, and diplomacy capabilities.
Management & Leadership

Develop and manage annual performance agreement

Submits periodical/ monthly accomplishment report

Manage all implementations and risks related to Programme Management according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks.
Requirement
-
Bachelor’s degree in relevant subject: Development Studies, International Relations, Development Economics, Business Administration, Management or other with equivalent field experience.

1-5 years of experience in program management, grant-making, or non-profit/development sectors.

Demonstrated ability to liaise with a range stakeholder (i.e. government officials, donors, academics, and journalist)

Proven experience in managing programs remotely within complex and dynamic environments.

Fluency in both spoken and written Bahasa Indonesia and English.

Requires both domestic (remote areas) and international travel.
-
Must not be subject to any international travel restrictions.

Mobility for travel.

Strong strategic planning capabilities, with a solid understanding of business planning processes, monitoring, and evaluation frameworks.
