Overview

Jhpiego, an international non-profit health organization affiliated with Johns Hopkins University, is seeking five (5) Regional Program Officer to support the implementation of the ACHIEVE and MCGL projects in the Dakar, Thiès, Kaolack, Fatick and Kaffrine regions of Senegal. ACHIEVE and MCGL are U.S. Department of State–funded global initiatives that aim to reduce maternal, neonatal, and child mortality and morbidity and c control through strengthened, integrated maternal, newborn, child, adolescent, Imunization, Nutrition and community health services.

The Regional Program Officer is a locally embedded role, seconded within the implementation region to strengthen day-to-day engagement with regional and district stakeholders and to facilitate smooth delivery of ACHIEVE/MCGL activities, particularly community health interventions. The RPO will focus on relationship management, on-the-ground problem-solving, community linkages, and real-time implementation support.

Responsibilities

Regional Engagement and Facilitation

  • Serve as a day-to-day liaison between the ACHIEVE national and regional teams and regional- and district-level health authorities.
  • Strengthen collaboration and communication with regional medical offices, district health management teams, health facilities, and community actors.
  • Support alignment of ACHIEVE activities with regional priorities, existing coordination structures, and Ministry of Health directives.
  • Facilitate timely flow of information between field actors and project leadership to support responsive decision-making.

Community Health Oversight and Support

  • Support implementation and on-the-ground oversight of community health interventions, including activities led by community health actors, community-based organizations, and local partners.
  • Conduct regular field visits to communities and health facilities to observe community-facility linkages in practice, identify implementation challenges related to referrals, follow-up and service uptake, and support rapid, locally appropriate problem-solving.
  • Support coordination, supervision, and follow-up of community-level activities to ensure effective referral pathways, continuity of care, quality service delivery, and equitable coverage across catchment areas.
  • Promote community engagement, demand generation, and sustained linkage between communities and health facilities to increase awareness, timely care-seeking and utilization of essential MNCH service.

Implementation Support and Monitoring

  • Support day-to-day coordination of regional and district-level ACHIEVE activities, including outreach, trainings, supervision visits, and community events.
  • Monitor implementation progress against planned activities and timelines; proactively flag risks, delays, or bottlenecks.
  • Support basic tracking of outputs and activity completion in collaboration with Regional Coordinators and M&E teams.
  • Contribute practical field-based insights to strengthen adaptive management and quality improvement.

Partner and Stakeholder Coordination

  • Facilitate coordination among implementing partners, district teams, and community structures to ensure coherent delivery of services.
  • Support resolution of operational or coordination challenges at the field level in collaboration with regional and national teams.
  • Participate in regional and district-level coordination meetings and represent ACHIEVE as delegated.

Reporting, Documentation, and Learning

  • Provide regular informal updates and structured inputs to the Regional Coordinator and national MNCH team on field implementation status.
  • Contribute field observations, success stories, challenges, and lessons learned for inclusion in reports and learning products.
  • Maintain organized records of field visits, meetings, and key follow-up actions.

Required Qualifications

  • Bachelor’s degree in Public Health, Community Development, Social Sciences, International Development, or a related field.
  • Minimum of four (04) years of relevant experience in community health, program implementation, field coordination, or liaison roles.
  • Practical experience working with health facilities, district teams, or community health actors at the decentralized level.
  • Familiarity with Senegal’s health system, particularly community health and district-level service delivery.
  • Strong interpersonal and relationship-building skills, with the ability to work effectively across multiple stakeholders.
  • Ability to work independently in the field and manage competing priorities with minimal supervision.
  • Basic understanding of monitoring and evaluation and activity tracking.
  • Proficiency in Microsoft Office applications or basic digital reporting tools.
  • Strong verbal communication skills and ability to provide clear, timely feedback

Preferred Qualifications

  • Experience supporting MNCH, HIV, nutrition, adolescent health, or community health programs.
  • Prior experience working in Fatick or Kaffrine regions.
  • Demonstrated ability to facilitate community engagement and respond to field-level implementation challenges.
  • Strong problem-solving skills and a hands-on, solution-oriented approach.
  • Experience working with donor-funded projects.

Language And Travel Requirements

  • Fluency in French required, working knowledge of other local languages is an asset.
  • Willingness and ability to travel frequently within the assigned region and occasionally to other ACHIEVE implementation areas.
