PROJECT OVERVIEW
JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years.
JSI is currently seeking an outstanding HIS Governance Specialist in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance the host country’s capacity to produce high-quality health information, optimally manage this information, and institutionalize evidence-based decision-making. The program works with USAID-supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning to improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country’s own health trends and priorities.
SUMMARY
The HIS Governance Specialist will be pivotal in delivering technical assistance for the governance domain of health information systems, such as the enabling environment of HIS/digital transformation, supporting policy and regulations, analyzing policy, conducting research in HIS governance, and supporting various HIS governance activities, including administration tasks and bureaucracy with government bodies. This role involves actively helping Senior HIS Governance Specialists to support the MOH, other ministries and bodies to manage governance products, supporting HIS Governance assessment and analysis, supporting in the implementation of sandbox and DHTS, providing a governance perspective to develop an enabling environment for SATUSEHAT implementation, and supporting the operationalization of TWG. The HIS Governance specialist will work under the direct supervision of the Senior HIS Governance Specialist, working closely with the technical team at the national and subnational levels for CHISU Indonesia.
This is anticipated to be a full-time position based in Jakarta, Indonesia.
RESPONSIBILITIES
The HIS Governance Specialist will primarily aim to:- strengthen the governance and enabling environment of the host-country health information systems.
Specific responsibilities will include, but are not limited to the following:
- Assist the Senior HIS Governance Specialist in gathering data information and supporting administrative tasks related to CHISU's HIS governance strategy, ensuring alignment with relevant performance indicators and targets.
- Supporting technical assistance of HIS governance at both national and subnational levels. Provide insights and recommendations to strengthen governance frameworks, focusing on achieving set performance targets.
- Contribute analytical insights into policies and strategies related to MoH’s digital health transformation. Ensure governance activities are implemented according to performance targets, such as improving data security, interoperability, and digital maturity (Supporting DHTS and Innovation Sandbox).
- Provide administrative support for the creation and development of Terms of Reference (ToR), presentations, and reports that align with HIS governance activities, ensuring they meet established performance indicators for successful execution.
- Coordinate and collaborate closely with MoH and technical directorate, other technical units within and outside the MoH, and CHISU to support subnational level governance, ensuring the operationalization of activities aligns with performance indicators.
- Coordinate efforts to evaluate HIS implementation by monitoring progress against established indicators and providing data-driven recommendations for optimization, in line with performance goals for data exchange and efficiency
- Coordinate and contribute to the maintenance and updating of products such as the HIS Resource Center, ensuring alignment with performance indicators. This includes organizing, analyzing, and updating data and resources critical to supporting the Ministry of Health's Digital Health Transformation objectives
- Support the development of HIS governance assessments at both national and subnational levels. Ensure that assessments, including DMI evaluations, align with performance indicators and contribute to continuous improvement.
- Manage and coordinate with the project manager to oversee HIS governance data, ensuring the generation of accurate and timely reports (weekly, monthly, quarterly, and annually). These reports must be actionable and aligned with established performance goals.
- Integrate principles of gender equity, data security, and change management into all governance activities and administrative tasks. Ensure these principles are reflected in the performance indicators, promoting inclusive and secure governance.
- Actively support the promotion of gender equity across all program implementations. Ensure that gender-related goals and targets are integrated into governance activities and aligned with broader equity objectives.
QUALIFICATIONS
- Master’s degree in digitalization, public health, international development, or related fields.
- At least 5 years of working experience in data analysis or health systems strengthening.
- Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
- Familiarity with the development of the resource center and formulating policy brief.
- Familiarity with the Principles for Digital Development (https://digitalprinciples.org/) and data privacy practices such as GDPR.
- Familiarity with a Health Information Systems or Digital framework, assessment, or maturity model, such as SCORE, SOCI, MHN, Digital Maturity Index (DMI), Global Digital Health Monitor, etc.
- Excellent writing and presentation skills in both English and Bahasa, with the ability to digest and synthesize large volumes of data into actionable information for executive decision-making.
- Excellent interpersonal skills required, including working closely and collaboratively with a multidisciplinary team.
- Proactive attitude with the ability to take initiative to produce expected results.
- Proficient with Online Tools such as Google Workspace (Docs, Sheets, Slides, Meet, Drive), Slack, Miro, and Microsoft Office.
- Native/Fluent Bahasa and practical knowledge of English required.
