We are currently seeking a Monitoring and Evaluation Advisor for the upcoming USAID/Indonesia Monitoring, Evaluating, Collaborating, Learning, and Adapting (MECLA) Activity. The five-year, $10 - $25 million activity will be awarded in July 2025. It supports the implementation of the U.S. Government’s and USAID’s current and future priorities that may arise during the life of the activity. This support encompasses activities related to the design of Monitoring and Evaluation (M&E), Collaborating, Learning, and Adapting (CLA), Knowledge Management (KM), and dissemination of results and learning throughout the program cycle. This program will provide technical support and/or services on relevant areas of the USAID program cycle, including support for effective planning; robust design; performance reporting; conducting special studies; data quality assessments (DQAs); M&E, and KM at all levels to support USAID/Indonesia programs and activities. The program supports USAID/Indonesia’s Country Development Cooperation Strategy, under which Development Objectives are focused on government effectiveness, human capital, inclusive economic growth, and environmental sustainability. USAID/Indonesia also supports the Government of Indonesia on its Journey to Self-Reliance (J2SR) country roadmap.
The Monitoring and Evaluation Advisor will lead evaluations, third party monitoring, data quality assessments, and other research and data collection activities as required across USAID/Indonesia’s portfolio.
This is a full-time position contingent upon USAID award.
Essential Functions
- Design the MEL plan and the learning agenda questions; collect and report on indicators
- Provide leadership and oversight of MEL activities across USAID/Indonesia’s portfolio including monitoring, data collection, data analysis, data quality, and reporting
- Oversee third party monitoring teams and local firms conducting data collection
- Outline and train MEL staff on their roles and responsibilities
- Develop reports, tools and success stories to inform program leadership and USAID about real-time data and activities for decision making
- Develop and deliver trainings on MEL for local implementing partners
Position Requirements:
- Master’s Degree in statistics, economics, international development, or related field
- At least 10 years of MEL experience on USAID programs, preferably on a mission-wide program, in a supervisory or senior role.
- Experience working on development programs in Indonesia or the Asia Pacific region preferred
- Fluency in English and Bahasa Indonesia.
