In preparation of a funding opportunity for our new project, we are looking for enthusiastic, experienced and highly motivated individuals to fill this position. Hiring is contingent upon the successful award of the project.

PROJECT SUMMARY:
The ‘HARMONI’ project aims to strengthen inclusive green economic growth in rural areas in Manggarai Barat District by positioning persons with disabilities and other marginalised groups as key economic actors. Building upon the achievements of previous ASB initiatives in integrating climate resilience into local planning and community-based resource management, this six-month project focuses on operationalising inclusion within village-level green enterprises and governance systems. Through collaboration with local Organisation of People with Disabilities (OPD), community enterprises, and district/village governments, the project will enhance the entrepreneurial and leadership capacities of marginalised groups; integrate GEDSI (Gender Equality, Disability, and Social Inclusion) principles into local economic and institutional systems; facilitate access to local climate finance and market opportunities; and strengthen coordination between local government, civil society, and the private sector to ensure sustainability. The project will be implemented in Repi and Warloka Pesisir Villages of Manggarai Barat District in partnership with Rumah Pekerti and the Persatuan Penyandang Disabilitas (PPD) Manggarai Barat.
POSITION SUMMARY:The MEAL Officer ensures that the project’s Monitoring, Evaluation, Accountability, and Learning (MEAL) system is effectively implemented in line with ASB’s MEAL framework and donor requirements.
The position plays a key role in implementing the participatory MEAL, including data management, accountability mechanisms, and learning documentation. Working closely with the Project Manager, Project Officers, and MEAL Coordinator and GEDSI Specialist, the MEAL Officer will ensure that data collection, analysis, reporting, and learning processes are inclusive, gender- and disability-sensitive, and directly contribute to program improvement. As part of project quality assurance, the incumbent is also responsible for supporting the project team in implementing the project’s Inclusive Feedback and Complaint Response Mechanism (IFCRM).
Duties & Essential Job Function:- Monitoring and Evaluation
- MEAL planning: Support the development and implementation of the project’s MEAL plan, aligned with ASB’s MEAL framework and donor reporting requirements.
- Participatory MEAL: Lead the design and implementation of participatory MEAL activities, including tools such as PhotoVoice, Most Significant Change (MSC), and participatory reflection sessions at community and village levels.
- Disaggregated data: Ensure the collection and management of quantitative and qualitative data from all project activities, disaggregated by gender, age, and disability.
- Routine monitoring: Collect, verify, and manage data on project progress through field visits, observations, and consultations with partners and community groups.
- Performance tracking: Maintain updated records of project indicators, ensuring data quality, consistency, and timely reporting.
- Evaluation support: Support internal and external evaluations and facilitate participatory reflection sessions with community members and partners
- Accountability
- Feedback mechanism: Operationalise and monitor the Inclusive Feedback Complaints and Response Mechanism (IFCRM) in coordination with the Project Manager and Project Officers.
- Downward accountability: Ensure feedback is documented, analysed, and responded to appropriately, including SEAH-related reports following ASB’s safeguarding protocols.
- Transparency and inclusion: Promote transparent communication of project goals, entitlements, progress, and achievements to community members, ensuring accessibility for persons with disabilities and marginalised groups.
- Learning and Knowledge Management
- Learning events: Facilitate regular community-level learning forums to capture lessons learned, good practices, and most significant change (MSC) stories.
- Learning products: Contribute to the preparation of knowledge products such as factsheets, lessons learned, and best practices, ensuring GEDSI integration in documentation.
- Collaboration: Work closely with the GEDSI Specialist to ensure that monitoring tools and data capture GEDSI dimensions effectively.
- Internal learning: Support reflection and adaptive learning sessions within the project team and partners.
- Reporting and Data Management
- Data systems: Ensure that all MEAL data (quantitative and qualitative) are properly stored, organised, and accessible for analysis and reporting.
- Progress reports: Contribute to the development of donor reports with evidence-based data and analysis.
- Data visualisation: Develop concise dashboards or summaries that help teams and partners understand trends, outcomes, and learning points.
- Capacity Strengthening
- Build the capacity of project staff, partners, and community facilitators in participatory monitoring, data collection, and documentation methods.
- Mentor village facilitators, OPD representatives, and other community actors to collect inclusive and gender-sensitive data.
- Provide technical guidance to ensure GEDSI and climate-justice considerations are embedded in all MEAL processes.
- Compliance and Safeguarding
- ERT support: Contribute to ASB’s Emergency Response Team operations as required.
- Policy compliance: Comply with ASB’s Safety and Security Guidelines, Code of Conduct, SOPs, Antifraud and Anticorruption, Feedback and Complaints Mechanism, PSEAH, and other safeguarding policies.
- Work environment: Actively promote a safe, secure, and inclusive working environment for all staff, partners, and project participants.
- Education: Bachelor’s degree in social sciences, development studies, statistics, or a related field.
- Experience:
- Minimum 3 years’ experience in MEAL, preferably in livelihoods, community development, or GEDSI-focused projects.
- Proven ability to design tools and manage data collection using both quantitative and qualitative methods.
- Experience working with marginalised groups, including persons with disabilities and women.
- Prior experience in an international NGO is an asset.
- Experience organising and delivering workshops, meetings or training at all levels.
- Experience in monitoring and evaluation is an asset
- Skills and Knowledge:
- Project management knowledge: Familiarity with project management principles and methodologies.
- Demonstrate understanding of inclusion principles and capability to implement them.
- Knowledge and skills in capacity strengthening and community outreach.
- Computer proficiency: Proficiency in Microsoft Excel, Kobo/Google Form/other survey tools, and data visualisation tools.
- Organisational skills: Strong organisational and time management skills to manage project tasks, schedules, deadlines, and resources effectively.
- Communication skills: Excellent written and verbal communication skills to facilitate effective communication within the project team and with stakeholders.
- Adaptability: Flexibility and adaptability to handle changing project requirements and priorities.
- Teamwork: Collaboration and teamwork skills to work effectively with project teams and stakeholders.
- Problem-solving skills: Ability to identify issues or challenges and propose solutions or escalate them to the appropriate parties.
- Language: English language skill is an advantage.
- Travel: Willingness to be based in Manggarai Barat and travel to the project locations.
