Overview

The Policy Analyst, GESI will support IISD’s team of experts in delivering IISD's work program in Indonesia, the Philippines, and Vietnam, supporting the country’s GESI-responsive just transition toward clean energy sources. Working closely with the Senior Policy Advisor, GESI, the candidate will work as part of the Energy Program with minimal supervision to contribute to the delivery of the EASE and EnerKey projects and other projects that may be assigned.

Scope

IISD’s Energy Program (https://www.iisd.org/topics/energy) aims to support governments around the world in systematically shifting public financial flows to accelerate the transition from fossil fuels to clean energy while promoting social welfare and overall sustainable economic development. IISD’s Energy Program is a diverse and dynamic team of more than 40 experts based in the IISD Winnipeg, Geneva, Ottawa, and Toronto offices, as well as remotely in India, Indonesia, the Philippines, South Africa, and other countries, supporting governments in clean and just energy transitions.

At an international level, our work program delivers cutting-edge research and practical policy support for energy policy reforms in developed and developing countries, including shifting public financial flows from fossil fuels to clean energy, and implementing commitments to go beyond fossil fuels in a socially just way.

At the national level, our approach is hands-on, through country-level research and outreach in Canada, India, Indonesia, the Philippines, South Africa, and other countries.

The Policy Analyst, GESI will support IISD’s work on GESI-responsive energy, just transition, and carbon pricing initiatives. Key responsibilities include the following:

  • Collaborating with IISD teams to design, develop, and implement its projects using a GESI lens.
  • Conducting data collection and research (quantitative and qualitative) and supporting the delivery and presentation of research outputs.
  • Communicating and sharing research findings through reports, briefs, presentations, and other media.
  • Supporting the design, organization, facilitation, and documentation of GESI-oriented trainings, learning events, and stakeholder engagement activities.
  • Contributing to engagement and fundraising efforts for the Energy Program, particularly on GESI-related components.
  • Providing additional support to IISD projects in other countries or international initiatives, as needed.

Detailed Description Of Responsibilities

Policy Research

  • Analyze data and evidence to inform IISD’s work on the social, economic, and distributional impacts of just energy transition, carbon pricing, and transport electrification policies, ensuring that gender and social inclusion considerations are meaningfully integrated.
  • Support the development of IISD’s broader policy research by contributing GESI-responsive analysis to data sets, literature reviews, qualitative and quantitative assessments, and policy scans.
  • Support the preparation, drafting, and refinement of research outputs—including research reports, policy briefs, technical notes, presentations, and internal team briefings—to the required quality standard.
  • Provide research support for energy modelling exercises, stakeholder analyses, and political economy assessments, ensuring GESI perspectives are reflected.
  • Contribute to the management of research projects, including partner coordination, follow-up, documentation and reporting.

Engagement, Outreach, and Communications

  • Support the design, organization, facilitation, and documentation of GESI-oriented trainings, learning events, focus groups, and other stakeholder engagement activities.
  • Help organize and participate in discussions, consultations, and events with government, civil society, community groups, and other partners, ensuring that engagement processes are inclusive and accessible.
  • Work with IISD’s Communications team to develop and refine communications materials, ensuring GESI-related insights are clearly communicated to policy-makers and the broader public.
  • Help develop, maintain, and deliver content related to GESI-responsive just energy transition policy developments, including blogs, newsletters, webinars, and internal updates.
  • Represent IISD projects and programs at forums, conferences, and public events (with senior support as appropriate), sharing high-quality GESI-informed research findings with diverse audiences.

Strategy, Vision, and Team Leadership

  • Contribute to identifying challenges, emerging issues, and solutions within the Energy Program and other IISD programs, particularly on GESI integration.
  • Contribute to the development and growth of new projects, including scoping opportunities and supporting concept formulation.
  • Promote a culture of high performance, continuous improvement, learning, and quality, including shared learning across teams.
  • Manage own time, workflow, and project inputs to ensure research and engagement outputs are delivered on time and within budget.

Fundraising and Donor Relations

  • Support fundraising by contributing to proposals, concept notes, and business development materials that articulate the GESI value proposition in IISD’s energy work.
  • Help identify new funding opportunities by leveraging existing research, emerging ideas, and relationships with key partners.
  • Contribute to annual and periodic reporting for donor partners, ensuring that GESI-related achievements and lessons are clearly captured.

Qualifications

Required Skills and Qualifications

  • A master’s degree in gender studies, social sciences, public policy, environment, development studies, or a relevant interdisciplinary program or field. Applicants without a master’s degree are welcome to apply if they can demonstrate equivalent experience.
  • Candidate must have authorization to work in Indonesia (e.g., nationality, residence, or valid work permit).

Experience

  • At least 2 years of relevant professional experience in Indonesia, the Philippines, and/or Vietnam in any of the following: GESI mainstreaming, energy, climate, or sustainable development, policy research, capacity development or stakeholder engagement.
  • Experience working with teams to deliver research or program activities.
  • Experience building relationships with government, civil society, or community groups is an advantage.
  • Experience contributing to proposals, reports, or donor-facing documents is an advantage (but not required).

Technical Skills

  • Basic understanding of policy research methods, including data collection and analysis.
  • Experience with qualitative research tools (e.g., interviews, focus groups).
  • Interest in or exposure to GESI concepts, just transition, energy, and climate policy.
  • Familiarity with facilitation, adult learning principles, participatory methods, or training activities (or willingness to learn).
  • Ability to synthesize information and produce clear, well-structured writing.
  • Strong attention to detail and ability to learn quickly.
  • Comfortable using Microsoft Office/Teams and digital collaboration tools.
  • Fluency in Bahasa Indonesia and English (required). Vietnamese and Filipino are an advantage.

Core Competencies

  • Familiarity with sustainable development, policy theory, and the current agenda on climate and energy.
  • Applied knowledge of GESI, gender-based analyses, and GESI mainstreaming.
  • Ability to produce analysis and writing that is “publication-ready” with a limited degree of oversight and editing.
  • “Can-do” work attitude and ability to work both independently and within teams, managing the workload and producing deliverables on time and to budget. Ability to work under pressure and meet deliverables under competing timelines.
  • A strong team player with the ability to work comfortably as part of a diverse, international team, and be inclusive and positive with different colleagues.
  • Confidence in working collaboratively with IISD staff, affiliates, partners, and consultants.
  • Demonstrated ability to work autonomously, managing workload and producing deliverables on time and to budget.
  • Results-focused, with an ability to prioritize and work quickly and accurately over a range of tasks.
  • Curious, proactive, and willing to grow into new areas.
  • Computer literacy, including Microsoft Office/Teams applications and experience in handling web-based communications and management systems.

Position Details

Location: Remote-based, anywhere in Indonesia, with a preference for Jakarta. Candidates should be comfortable with moderate travel to support engagement activities.

Candidates must hold appropriate work authorization for the location where they expect to be based without any sponsorship from IISD.

Salary: Salary commensurate with experience and location

Type of employment: 100% full-time equivalent staff position, including under an Employer of Record model. Full-time with a 6-month probation period. This is a 2-year contractual position with a possibility of extension, subject to funding.
