Ad Title: Regional Economic AdvisorProgram Background The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI

Reporting to the PFM & MSS Lead, the Regional Economic Advisor will be responsible for supporting the Government of Indonesia (BAPPENAS, KEMENKEU and KEMENDAGRI) in providing input for policy formulation of regional economic development for the fulfilment of minimum service standard (MSS), poverty eradication, and enhance local economic development that in line with SKALA mandate

About You Specific Responsibilities
- Facilitating policy dialog with relevant ministries and/or subnational governments as well as providing input for the development of local tax and levies (PDRD) policies and regulations.
- Technical input for the harmonization of proliferation policies from Law number 1 of 2022 on fiscal relationship between central and local governments (HKPD).
- Technical input for development of capacity development for implementation of Otsus Fund for Papua and Aceh (including the revision of Aceh Otsus Law).
- Technical input on mandatory spending for infrastructure including the special allocation fund policy and management for infrastructure development (DAK fisik dan non fisik).
- Technical input on the development of endowment fund (DAD) policy.
- Technical input on minimum service standard (MSS) costing and implementation policies.
- Technical input on Village Fund Policy.
- Technical input on regional performance-based incentives policy.
- Technical input for Political Economy Analysis and Financial Analysis related to SKALA mandate.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.
- Undertake other duties as required by the Program.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.

- Recommendation/policy brief and/or policy note on derivative regulations on Law number 1 of 2022 on HKPD.
- Recommendation/policy brief and/or policy note for local tax and regulations (PDRD)
- Recommendation for draft of design document for the development of capacity development for Fiscal Transfer Fund management.
- Recommendation for draft of Musrenbang Otsus guideline, and the revision of Aceh Otsus Law.
- Recommendation/policy brief and/or policy note on endowment fund (DAD) policy.
- Recommendation/policy brief and/or policy note on General Allocation Fund Policy.
- Recommendation/policy brief and/or policy note on MSS costing and implementation policies and regulations.
- Recommendation/policy brief and/or policy note on Village Fund Policy.
- Recommendation/policy brief and/or policy note on regional performance-based incentives policy.
- Recommendation/policy brief and/or policy note on mandatory spending for infrastructure including the special allocation fund policy and management for infrastructure development (DAK fisik dan non fisik).
- Recommendation/policy brief and/or policy note for Political Economy Analysis and Financial Analysis report related to SKALA mandate.
Relationship Management This position reports to the PFM and MSS Lead and will work closely and effectively with MSS Senior Manager, Fiscal Transfer Manager and Special Autonomy and Village Fund Manager, as well as PFM Coordinator and MSS Coordinator. Candidate will also be working with range of stakeholders, including all other Program staff, limited with Operational Staff, GoI, Local Governments, and other external service providers
Selection Criteria Essential
- Master’s degree in economics, development studies, public policy, or other related economic sciences, with minimum 7 years of relevant experiences, or bachelor’s degree in economics, development studies, or other related social sciences, with minimum 5 years of relevant experiences.
- Strong knowledge on recent national and local policies on macro economy, regional economy, and planning.
- Strong knowledge and expertise on statistical applications.
- Strong reporting/writing skills.
- Excellent interpersonal skills, and written and verbal communication skills, both in Bahasa and English.
- Ability to work both independently and as part of a team to achieve goals.
- Understanding of gender equality and social inclusion issues.
Preferred
- Substantial working experience in supporting local government in planning and budgeting especially in lacking regions, such as Aceh dan Papua.
- Substantial working experience with national Government especially with KEMENKEU, BAPPENAS, and KEMENDAGRI.
