INTRODUCTION TO GGGI

The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page.

GGGI supports the Government of Indonesia in realizing green growth, mainly in three areas: renewable energy; green cities and special economic zones; and forest and land-based mitigation and adaptation projects. Through this work, GGGI aims to demonstrate that green investments can become the norm for investors and planners, ultimately improving the quality of economic development for environmental sustainability and social inclusion. GGGI collaborates with several relevant ministries, including the Ministry of National Development Planning, the Ministry of Finance, the Ministry of Public Works, and the Ministry of Energy and Mineral Resources.

Currently, GGGI is implementing two key projects as below:

  • Together with the Fiscal Policy Agency (FPA), as GCF’s National Designated Authority (NDA) in Indonesia, GGGI is supporting the implementation of the GCF Readiness and Preparatory Support Project (RPSP), or the Readiness Project, in Indonesia. The project aims to mobilize international climate finance and private sector investment to close the financing gap across the priority sectors identified by the Government of Indonesia. While the institutional set-up of the NDA Secretariat has concluded, the NDA still has limited implementation resources. Technical assistance to support the NDA capacity is still required, currently served under the Readiness project.
  • The Asia Low Carbon Buildings Transition (ALCBT) Project aims to assist Indonesia in reducing carbon emissions from the building sector. The project will develop tools and systems for carbon emission management, enhance the capacity of industry professionals on low-carbon building practices and sustainable cooling, facilitate financing for green buildings, and foster knowledge sharing among countries. GGGI will lead the project, collaborating with a consortium of international partners (HEAT International, ASEAN Centre for Energy, and Energy Efficiency Services Limited) and engaging with Indonesian government ministries to ensure project integration within national policies. The project will benefit various stakeholders, including government agencies, building professionals, financial institutions, and academic institutions. ALCBT is implemented through a grant from the International Climate Initiative (IKI), an agency under the German Federal Ministry for Economic Affairs and Climate Action (BMWK).

POSITION SUMMARY

Considering the support required to support both projects above, the candidate will provide communications support including technical advice, operational support, coordination, and other communication services to the Readiness project and the ALCBT project in Indonesia. The candidate will report to GGGI Indonesia’s Senior Communications Officer, as a primary supervisor, and coordinate closely with the Senior Officer for Sustainable Finance (Readiness Project Manager), and the Senior Associate for Energy Efficiency (ALCBT Project Coordinator in Indonesia).


PURPOSE

The primary objective of this position is to provide communication support for both projects (the GCF Readiness Project and the ALCBT project) by developing, implementing, and monitoring communication strategies and activities to enhance visibility and stakeholder engagement. In addition, the candidate will create and manage graphic design for various communication products, support the development of technical content, and help organize events and administration support under the mentioned projects.


ENGAGEMENT
  • Work and coordinate closely with the GGGI Indonesia and HQ communication team to ensure the appropriate use of branding and key messages across all media and communication and materials produced by GGGI.
  • Closely collaborate and liaise with GGGI's operations team to ensure GGGI’s rules and procedures are followed.
  • Advise the Readiness Project Manager and the ALCBT Project Manager as well as the Communication team in GGGI Indonesia, on the status of communication products and delivery schedule for the knowledge and communication products.
  • Coordinate communication tasks related to the Readiness Project with the NDA Secretariat on a day-to-day basis.

DELIVERY

Content Development

  • Create compelling communication products, including written content (press releases, event write-ups, impact stories, etc.), visuals (infographics, videos, gifts, etc.), and multimedia materials, to convey project achievements and impacts.
  • Actively support the Readiness and the ALCBT project team in their efforts towards knowledge management and knowledge networking through writing articles, case studies/success stories, and other related documents.
  • Ensure that all communication and knowledge-sharing initiatives adhere to GGGI's Branding and Visual Guidelines.

Internal and External Coordination

  • Support the development and implementation of GGGI Indonesia communications plan by producing updated, inclusive communication products, such as brochures, content for GGGI, Indonesia NDA-GCF website, content for ALCBT’s website, project factsheets, press releases, publications, videos, op-eds, etc.
  • Update the stakeholder database and track the gender-based participation of stakeholders in project events and activities.
  • In coordination with the GCF Readiness Project and the Fiscal Policy Agency, the candidate is expected to provide comprehensive and refined secretariat support including collecting information and preparation materials for the Readiness project to feed into NDA-GCF’s website, handling sensitive and confidential information and ensuring discretion and appropriate distribution.
  • In coordination with (national and subnational) government partners and the GGGI team, support the development and implementation of public awareness campaigns and showcase events for project achievements.

Digital Communications

  • Support the management of GGGI Indonesia’s digital platforms such as GGGI’s website and social media channels, ensuring consistent and effective messaging across all channels.
  • Assist the NDA Secretariat in creating content for and managing the NDA-GCF website. The content should be approved by the Readiness Project Manager.
  • Promote the ALCBT project in the digital space; communicate regularly with the donor (IKI) by providing content for its quarterly newsletters.
  • Analyze, measure, and report on communication efforts and provide advice if strategies and interventions need adjustment.

Event Support

  • Assist in covering events by taking photographs, recording interviews, and assisting with event visibility and communication strategies.
  • Assist preparation, execution, and post-evaluation of project events by preparing administrative support, co-organizing/co-facilitating events and activities, documenting/photographing the events and activities, and supporting event reports and post-event evaluations.

REQUIREMENTS
QUALIFICATIONS
  • Bachelor’s degree in public relations, social sciences, journalism, communications, Environmental Management, or other related fields.
  • Preferred at least 2 years of relevant working experience, preferably in managing government relations or communication.
  • Proficiency in English and Bahasa Indonesia, indicating the ability to speak, read, and write in both languages fluently and accurately, with a deep understanding of grammar, vocabulary, and nuances. Knowledge and understanding of climate change issues in sustainable development.
  • Experience in conducting administrative and operational support.
  • Possesses a creative mindset with hands-on experience in design and storytelling for a wide range of audiences.
  • Proficient in MS Office applications, Adobe programs, and other communication applications and technologies for developing creative communication materials and visuals (e.g., video, social media).
  • Proven analytical and report-writing skills are an advantage.

WORKING CONDITIONS

Senior Communications Assistant is an X5 grade level in GGGI’s National salary scale. The determination of base salary is subject to the candidate's experience, academic background, and internal equity. The salary range for the position starts at USD 11,457 per annum, depending on qualifications, experience, academic background, and internal equity. GGGI contributes 15% of the base salary to the retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.

The chosen candidate is expected to be based in Jakarta, Indonesia. S/he is expected to work three days per week at GGGI Indonesia’s embedded office at the Ministry of Finance, and the rest of the week at the Country Office. S/he may be required to travel. This is a national position and does not include relocation benefits.


PROJECT BACKGROUND

GGGI supports the Government of Indonesia (GoI) under the joint GoI-GGGI Green Growth Program (GGP, “the Program”). The Program aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (BAPPENAS), the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment and Forestry, and other relevant stakeholders.


Readiness Project

In September 2022, the Fiscal Policy Agency (FPA), Ministry of Finance, started this 3-year GCF Multiyear Readiness and Preparatory Support Program (“the Readiness Program”) to strengthen their role as the National Designated Authority (NDA) of Indonesia for the Green Climate Fund (GCF). The Readiness program is funded by the GCF. The Readiness program will help the NDA to enhance national actors’ institutional capacities to build a pipeline of climate change projects and to increase country ownership. The NDA has selected GGGI as the Readiness Delivery Partner to implement this Program on “Enhancing Indonesia's Access to International Climate Finance and Private Sector Investments for Climate Actions”.

Overall, the Readiness Program aims to mobilize international climate finance and private sector investment to close the financing gap across the priority sectors identified by the Government of Indonesia. It consists of a range of activities with the objective of achieving five readiness outcomes:

  • Direct access applicants and DAEs have established the capacity to meet and maintain the GCF accreditation standards, and accredited DAEs have the capacity to develop a pipeline of projects and effectively implement GCF-funded activities;
  • Relevant country stakeholders have established adequate capacity, systems and networks to support the planning, programming and implementation of GCF-funded activities;
  • Indonesia has developed or enhanced strategic frameworks to address policy gaps, improve sectoral expertise, and enhance enabling environments for GCF programming in low emission investment;
  • Strategies for transforming and attracting private sector investment for low emissions and resilience developed and being used; and
  • An increase in the number of quality project concept notes developed and submitted.

ALCBT Project

With the support of the Federal Government of Germany through the International Climate Initiative (IKI), GGGI is providing technical assistance to the Government of Indonesia through the project “Asia Low Carbon Buildings Transition” (ALCBT). The project will:

  • Develop tools and systems for managing carbon emissions from the building sector;
  • Enhance the capacity of building industry regulators and practitioners on low-carbon buildings and sustainable cooling;
  • Facilitate financing of low-carbon buildings; and
  • Promote knowledge exchange between countries on low-carbon buildings.

The project will last for five years (2023-2028). GGGI will implement this project through a consortium comprising HEAT International from Germany, the ASEAN Centre for Energy (ACE) from Indonesia, and the Energy Efficiency Services Limited (EESL) from India. The consortium partners will cooperate with the national actors of the project countries to transfer knowledge and embed the project approach within national institutions.

The beneficiaries of this Project will be (1) national and state/city governments; (2) developers, building owners, suppliers, engineers, and architects; (3) financial services institutions; and (4) academia and training institutes. At the national level, the Project will coordinate and collaborate with the Ministry of Public Works and the Ministry of Energy and Mineral Resources.
