We are currently representing a leading private healthcare group in Indonesia seeking an experienced Head of Medical Services to oversee and continuously strengthen the delivery of medical services across one of its hospitals in Surabaya.

This is a senior medical leadership position responsible for ensuring clinical quality, patient safety, operational excellence, physician coordination, and continuous development of medical services across Emergency & Critical Care, Outpatient, and Medical Check-Up operations.

Key Responsibilities

• Lead and coordinate overall medical service operations across Emergency & Critical Care, Outpatient, and Medical Check-Up
• Develop short-, medium-, and long-term plans for the Medical Division aligned with the hospital's strategy
• Establish and monitor annual objectives, KPIs, policies, clinical standards, and SOPs
• Ensure medical services are delivered effectively, efficiently, safely, and according to established clinical standards
• Monitor and evaluate medical-service performance, patient outcomes, utilization, and operational effectiveness
• Work closely with general practitioners, specialists, and other medical professionals to maintain high standards of patient care
• Coordinate physician scheduling, manpower requirements, and medical workforce planning
• Ensure medical practices comply with professional ethics, hospital policies, and applicable healthcare regulations
• Manage and resolve patient complaints related to medical services in coordination with relevant physicians and departments
• Identify opportunities to continuously improve clinical processes, service quality, and patient experience
• Monitor Medical Division expenditure and ensure effective utilization of approved budgets
• Review operational and clinical reports to support management decision-making
• Lead manpower planning, performance management, coaching, training, and professional development within the Medical Division
• Coordinate with Nursing, Medical Support, Finance, Commercial, HR, and other hospital functions to ensure integrated patient care
• Maintain relationships with relevant external stakeholders, including healthcare institutions, professional associations, and government authorities
• Provide regular medical-service performance reports and strategic recommendations to the Hospital Director

Ideal Candidate Profile

• Qualified Medical Doctor (Dokter Umum) with valid professional credentials
• Master's degree in Hospital Administration, Healthcare Management, Management, or related field would be highly advantageous
• Minimum 7 years of relevant experience within hospital medical services or medical operations
• Proven leadership experience managing physicians and multidisciplinary healthcare teams
• Strong understanding of hospital medical operations, clinical governance, patient safety, and quality standards
• Experience overseeing areas such as Emergency, Critical Care, Outpatient Services, and/or Medical Check-Up
• Strong knowledge of medical-service policies, SOPs, regulatory requirements, and professional ethics
• Ability to manage operational performance, manpower planning, budgets, and service improvement initiatives
• Strong analytical, leadership, negotiation, and problem-solving capabilities
• Excellent communication and stakeholder-management skills
• Good professional command of English
• Candidates currently based in Surabaya / East Java, or willing to relocate to Surabaya, are welcome to apply

Preferred Qualifications & Experience

• ACLS certification
• ATLS certification
• Previous experience as Head of Medical Services, Medical Services Manager, Medical Division Head, Medical Manager, Deputy Medical Director, or similar hospital leadership position
• Experience coordinating and managing specialist doctors
• Exposure to hospital accreditation, quality improvement, clinical governance, or patient-safety initiatives
• Strong relationships within the Surabaya / East Java medical and healthcare ecosystem would be advantageous
