The Sexual & Gender Based Violence (SGBV) Specialist leads a project team that work on access and service of sexual and gender based violence and family planning in Maluku Province. S/he is responsible to successfully implement project that address the need to establish and strengthen the implementation of Law No.12/2022 particularly on integrative and comprehensive services for victim of sexual violence. The project entails the work with women, girls and community to improve demand, change social norms and ensure social support, as well strengthening readiness of local service providers, including health facilities and local government technical unit for women and children protection (UPTD PPA), to deliver timely and accurate responses for survivors. The aim of the project is to promote at national and regional level, a model of holistic care for sexual violence survivors in archipelagic regions/islands as in Maluku province
To be successful in this position, a candidate must deeply engage in project co-creation with women and girls, implementing monitoring and evaluation using feminist principles, and ensuring participatory lesson documentation across the life of the project.
The (SGBV) Specialist contributes in enriching CAM Unit’s learnings and innovation on education, awareness raising, social support building, and community mobilization – in particular related to reduction of sexual violence as per the laws.
The competencies required to be successful in this position also include a strong portfolio in gender project approach and implementation as well as practical understanding of services required by SGBV survivors to fully recover from the trauma . Ability to translate those into actionable intervention is a must to guide staffs and inform other units in Yayasan IPAS Indonesia project design and implementation.

- Coordinate the refinement of addressing Sexual Violence project’s workplan and budget. This must be conducted through co-designing approach with relevant actors, particularly women and girls in targeted communities.
- Coordinate the preparation and implementation of activities relevant with the workplan and ensure its high quality execution. This includes but not limited to ToR development and coordination with IPAS Indonesia support team.
- Lead regular project update meeting to maintain and improve quality project implementation in health facilities and communities.
- Manage the project staff, sub-grantees and consultants for a quality implementation and results
- Maintain high quality partnership with the local government at provincial and district level, and contribute to IPAS’ advocacy efforts at national level
- Coordinate with Health System Strengthening Specialist/Team in implementing health system components to improve quality of care in gender based violence and contraception within the project
- Conduct regular project monitoring, document it, and submit the project report timely to the Community Access and Mobilization (CAM) Team Leader/Advisor.
- Represent the project in day to day coordination with key stakeholders in Maluku Province
- Collaborate with CAM Advisor/Team Leader and MEL Specialist in co-creating and implementing MERLA activities with feminist approach
- Ensure all project team comply with the quality and standard process to produce documents and products in MEL designated portal (for instance in Luna and Terra)
- Under the supervision of the Community Access and Mobilization (CAM) Team Leader/Advisor and coordination with other units, ensure technical advice and support are implemented for sub-grantees to ensure quality delivery of program implementation.
- Produce project regular report for donors and other stakeholders with quality data and narrative
- Conduct regular project update meeting with government counterparts in project areas.
- Understand the overall Finance regulation in Yayasan IPAS Indonesia
- Ensure all activities comply with Yayasan Ipas Indonesia’s financial regulation which includes but not limited to completion of receipts and timely reporting
- Understand and comply with the HR regulation in Yayasan Ipas Indonesia
- Collaborate effectively with other teams in Yayasan IPAS Indonesia
- Ensure all activities comply with the regulation in Yayasan Ipas Indonesia
- Understand and practice ethical process and behavior as per the organization's standard
- Contribute to safe working environment where every team member is treated equally and respectfully
- Ensure external consultant understand and practice ethical process and behavior while in partnership and implement program with Yayasan Ipas Indonesia
- Perform other related duties as required
- Collaborate with other unit advisors, managers, project coordinators and officers for successful project implementation.
- Ensuring all project activities and its external partners comply with Yayasan IPAS Indonesia's branding strategy and design.
- Maintain mutual relationship with partners and other stakeholders through representation of Yayasan IPAS’ mission to uphold women’s and girls’ rights to quality SRH.
- When deemed necessary, represent the project at provincial and district level coordination meeting with relevant stakeholders to ensure incorporation of Ipas objectives into the discussion.
- Bachelor Degree in relevant field (health, public health, development studies, social work) with at least 8 years of experience in development work. Having a master degree is an advantage
- Experience in working in Gender and/or SGBV issues is a must, with at least 3 years in coordinating roles
- Deep knowledge on Gender Based Violence, Violence Against Women and Children, and Reproductive Health issues with orientation towards improving the space for protection towards victim of sexual violence and their reproductive health and rights.
- Have understanding on climate change is an advantage
- Demonstrate skills in working with government and non-government stakeholders.
- Fluent in Indonesian and working knowledge of English.
- Extensive knowledge of Microsoft Office suite.
